Omsk has partners’ and friendly relations with 10 foreign cities: Puchov (Slovak Republic), Petropavlovsk and Pavlodar (Re­public of Kazakhstan), Simferopol (Ukraine), Jinju (Republic of Korea), Karlovy Vary (Czech Republic), Kaifeng (People’s Republic of China), Gdansk, Lublin and Lodz (Poland), Gomel (Republic of Belarus), and with such Russian cities as Chelyabinsk, Novosibirsk, Kaliningrad, Ulan-Ude, Bryansk, Penza, Gorno-Altaisk. Business, scientific and cultural experience exchange is performed thanks to these relations.

The stable economic development of Omsk determines its recognized international prestige and perspectives of further integration into the world economy.

For the purpose of positioning social and economic, cultural achievements, developing partnership relations, implementing modern technologies into different activity spheres Omsk takes an active part in international exhibition events, organizes trade and economic missions into Russian, foreign and CIS countries.

Minsk (Belarus)

Minsk is the capital of the Republic of Belarus, its largest political, economic, cultural and scientific center. Minsk is located in the middle of Belarus, it is the centre of the region and district bearing the same name. The city lies along the Svisloch River. Minsk covers an area of 307.9 square kilometers. The population of Minsk is 1,829.1 thousand people.

Minsk is divided into 9 city districts. The city is granted a special status of the capital, its charter, coat of arms and hymn.

Minsk is a city of quite an ancient history. It was first mentioned in chronicles in 1067. In 1974 Minsk was awarded the title of City-Hero in the commemoration of its citizens` services in their struggle against Nazism during World War II. Minsk is a headquarter of the Commonwealth of Independent States (CIS), the place where the Parliament and the Government of the Republic of Belarus are located.

Situated on the crossing of the strategic routes from West to East and from North to South, from Moscow to Warsaw and from Kiev to Vilnius, Minsk is a large transport hub with several bus terminals, a railway station, two airports (1 international) and a metro network.

Gomel (Belarus)

Summarizing the results of the participation of Omsk delegation headed by the Chairman of Omsk City Council Sergey Alekseev in the events devoted to the Gomel City Day, as a basis of trade-economical and cultural relations expansion, the Protocol on cooperation between Gomel City ( Republic of Belarus) and Omsk City ( Russian Federation) was signed on 10 September, 2010.

Gomel founded in 1142 is the administrative center of Gomel Oblast. It’s the second-largest city in Belarus (its population is 484.3 thousand people (2010 estimate). Gomel is situated in the southeastern part of the country, on the right bank of Sozh River, 302 km away from Minsk City.

The economy of Gomel City is based on the enterprises of machinery, food, wood, wood-processing, light and chemical industries.

Gomel is a big scientific, educational and cultural centre of Belarus. There are 7 institutions of higher education, 5 scientific-research institutes, creative unions, theatrical and musical groups, and exhibit halls and galleries working in Gomel; about 20 festivals annually take place here.

Lodz (Poland)

The collaboration and strengthening of friendly relations between Omsk City and Lodz City started with signing the Protocol of the results of the meeting of Mayor of the city of Omsk (Russian Federation) Mr. V. Shreyder with Vice-President of the city of Lodz (Republic of Poland) Mrs. Rosiak on 2 August, 2008.

Lodz , set up in XIII century, is Poland's second largest city and serves as the capital of the Lodz Voivodeship. It is located in the centre of the country, 120 km to the south-west of Warsaw. Lodz is a center of Polish textile and electronic industry. The city’s population is 770,000 people. Lodz is known as a city with excellent theatrical tradition and is considered to be a capital of Polish cinematography.

Gdansk (Poland)

In an effort to broaden trade-economical cooperation and to develop cultural contacts between Omsk City and Gdansk City the Protocol of the results of the meeting of Mayor of the city of Omsk (Russian Federation) Mr. V. Shreyder with Vice-Mayor of the city of Gdansk (Republic of Poland) Mr. M. Lisicki was signed on 2 August, 2008. It was a beginning of the collaboration and strengthening of friendly relations between Omsk and Gdansk cities.

Gdansk was set up in 997. It is a city with population of 457.6 thousands people, sea capital of Poland, big economical, scientific and cultural centre, and well-known tourist centre. The city lies on the southern edge of the Baltic Sea. During centuries it played a key role in barter between Northern and Western Europe, as well as between Central and Eastern Europe. Nowadays Gdansk is a capital of Pomeranian Voivodeship and an important administrative centre.

Lublin (Poland)

With the purpose to set up friendship relations between Omsk and Lublin delegation of Administration of Omsk City visited this polish city in May, 2009. Following the negotiations during this official visit Declaration on Cooperation Development between Lublin City ( Republic of Poland) and Omsk City ( Russian Federation) was signed.

Lublin is an administrative centre of Lublin Voivodeship with a population of 350,000. The main transport ways, going through Lublin, connects Western Europe with Russia, Belorussia and Ukraine.

There are chemical, automobile, food and consumer goods industries.

Having many unique historical sights and places, this city is an important cultural and touristic centre of Poland. Lublin is a candidate for the title of European Capital of Culture in 2016 .

Simferopol (Ukraine)

With a view to establish a partnership and to develop collaboration in economical, social, cultural, scientific, public health, and educational spheres the Protocol of Intention to set up partnership relations between Omsk City (Russian Federation) and Simferopol City (Ukraine) was signed on 4 August, 2008.

Simferopol , being set up in 1784, is the capital and the largest city of the Autonomous Republic of Crimea. Simferopol is located in the south-central part of the Crimean peninsula on the Salhir River. The city's population is 340,600. Simferopol is an important transport, administrative, economical, and cultural centre of republican importance. The main branches of industry are machine-building, food and light industries.

Puchov (Slovakia)

As a result of mutual partnership between Slovak JS “Matador” and Russian OJSC “Omskshina” that established CJSC Joint Venture Company “Matador-Omskshina”, on 23 April, 1996 Mayors of Omsk City and Puchov (Slovak Republic) signed a Partnership and Collaboration Protocol. The Protocol established sister-cities relations between Omsk City and Puchov.

On 27 May, 2002 Mayors of Omsk and Puchov signed the Agreement about Partnership and Collaboration between Omsk and Puchov.

Puchov was established in 1243. Puchov with the average population of 30,000 people is one of the industrial centers of Slovak Republic. It is famous as a world producer of tires (JS “Matador”) and center of light industry (company “Makyta”).

Petropavlovsk (Kazakhstan)

On 27 May, 2003 the Protocol of Intention between Administration of Omsk City and Akimat of Petropavlovsk City was signed. On 12 June, 2003 the Agreement of Collaboration and Partnership between cities was signed.

Petropavlovsk City was established in 1752. The population is about 194,000 people. It is an administrative, business and cultural center of North-Kazakhstan Oblast. High speed is reached in production of food staff, energy, gas and water, wood processing.

Pavlodar (Kazakhstan)

On the purpose to broaden mutually beneficial trade-economical cooperation and realization of mutual industrial and investment projects the Agreement of Partnership and Collaboration between Administration of Omsk City and Akimat of Pavlodar City ( Republic of Kazakhstan) on 4 August, 2007.

Pavlodar was set up in 1720. Its population is 330,000 people. It’s an administrative centre of Pavlodar region in the north-eastern part of Kazakhstan. There are oil-refinery, aluminum, metallurgy, machine-building, and tractor factures.

Karlovy Vary (Czech Republic)

On the purpose to enlarge the collaboration between cities and establish partnership, on 10 February, 2006 the Protocol of Intention between Administration of Omsk City and City Hall of Karlovy Vary was signed.

Karlovy Vary City was established in 1350. The population is about 56,000 people. It is the most famous and the biggest Czech resort. It is a city of romantic architecture and wonderful colonnades with healthy springs, international cinema festivals and congresses. It is a producer of glass, china, liqueur “Becherovka”, mineral water “Mattoni”.

Jinju (Republic of Korea)

On 18 April, 2006 the Protocol of Intention about Partnership Relations between Omsk City and Jinju City was signed. According to the Joint Statement between Omsk City and Jinju City (October, 2006) the strengthening of over-all relations between cities was favourably looked into. On 4 August, 2007 the Agreement of Partnership between Omsk City and Junju City was signed.

The city was established in the Gaya Era. The total population of Jinju City is about 340,000 people. The city is supposed to be one of the main historical, cultural and educational centers of the South Gyeongnam Province. It has a well-developed industrial structure including transport network, silk production and bio-industry. The slogan of the City Hall of Jinju City is “ New Hope and New Jinju”.

Kaifeng (China)

With a view to establish and develop partnership the Protocol of Intention to set up partnership relations between Omsk City ( Russian Federation) and Kaifeng City (People’s Republic of China) was signed on 4 August, 2007.

Kaifeng was set up 2700 years ago. Being located in the central part of China, it is one of strategically important cities of Henan province. Kaifeng is a large industrial centre with the population of 4,82 million people. It’s one of the seven Chinese ancient capitals, the biggest ware-distributional, agro-industrial, cultural, and tourist centre of Central part of the country.

Kaifeng is a city of chrysanthemum. Annually in October Chrysanthemum Festival attracts amateurs of these flowers from all over the world.

Kaliningrad

On 6 June, 2000 the Agreement about trade-economical, scientific and cultural relations between Administration of Omsk City and City Hall of Kaliningrad City was signed. To stir up relations between cities and to switch to new level the Agreement about trade-economical, scientific and cultural relations between cities was signed again on 1 July, 2006.

Kaliningrad City was established on 4 July, 1946. The population is about 425,000 people. It is an administrative, industrial and cultural center of Kaliningrad Oblast. The City is a Russian open gate to West Europe. It is one of the biggest transport networks, center of exchange in a sphere of goods, technology, and investment.

Novosibirsk

On 5 June, 2001 the Agreement of trade-economical, scientific and cultural relations between Administration of Omsk City and City Hall of Novosibirsk City was signed. To stirring up partnership between Omsk and Novosibirsk the Agreement between Administration of Omsk City and City Hall of Novosibirsk City was signed on 5 August, 2006.

Novosibirsk City was established in 1893. The population is about 1,400,000 people. It is an industrial, scientific, cultural center and the biggest transport Russian hub.

It is home of Representative Office of the President of the Russian Federation in the Siberian Federal District, regional offices and departments of Siberia such as railway, inland water transport, aviation, hydrometeorological service, geology, science and culture, eparchy, etc. The major branches of industry are: machine-building and metal-working, power industry, food industry, ferrous and non-ferrous metallurgy, production of construction materials, light industry, medical and chemical industries, woodworking and printing industries.

It is a home of head quarter of inter regional association “Siberian Agreement” (includes 19 regions of the Asian part of Russia) and of executive board of Association of Siberian and Far-Eastern Cities. According to the Presidential Ukase dated 13 May, 2000 Novosibirsk City was elevated to the rank of Main Siberian City, center of Siberian Federal District including 16 regions of the Russian Federation.

Chelyabinsk

To set up partnership between cities on 11 November, 2002 the Agreement of collaboration between Administration of Omsk City and Administration of Chelyabinsk City was signed.

Chelyabinsk City was established in September, 1736. The population is about 1,000,000 people. It is a well developed South-Ural center of metallurgical, manufacturing, textile and clothing industries, production of foodstuffs, leather and wood processing.

Bryansk

In order to establish the official relations and mutually beneficial trade and economic contacts between Omsk City and Bryansk City the Protocol on cooperation was signed on 31 July, 2010.

Bryansk founded in 985 is an administrative center of the Bryansk region.

The city population is 411.8 thousand people (it takes the 41 place among Russian cities).

Bryansk is a large railway junction and industrial center. The basic industries are metal-fabricating industries. Chemical, electro technical and electronic, woodworking, textile, and food industries are also developed .

Gorno-Altaisk

On 31 July, 2010 for the purpose of trade and economic cooperation development it was signed the Protocol on cooperation between Omsk City and Gorno-Altaisk City.

Gorno-Altaisk is the capital of the Altai Republic. It was founded in 1830 as a settlement of Ulala, the city status was granted in 1928.

The city population amounts to 56 thousand people.

Nowadays Gorno-Altaisk is a city where the main cultural, scientific and economic potential of Gorny Altai is concentrated.

Penza

As a result of the meeting of Mayor of the city of Omsk V. Shreyder with deputy head of the administration of the city of Penza A. Makarov there was the Protocol on cooperation between Omsk City and Penza City signed on 31 July, 2010.

The city, founded in 1663, is an administrative, industrial and cultural centre of Penza region.

The population of the city amounts to 510.1 thousand people.

The economic potential of the city is characterized by such strong points as advantageous economic-geographical location and powerful transport system; the developed machinery and high-technology manufactures; high business activity; home energy production; the developed food industry, including drinks production.

Ulan-Ude

The signing of the Agreement on bilateral cooperation between the city of Ulan-Ude and the city of Omsk on 31 July, 2010 was the start of the partner liaisons between our cities.

Ulan-Ude (from the Buryat language is translated as "Red River") is the capital of the Buryat Republic, situated in Eastern Siberia. It was founded in 1666 on the confluence of the Uda River and the Selenga River as a Cossack wintering settlement.

The population of Ulan-Ude City is 397.5 thousand people.

Nowadays Ulan-Ude is the large transport hub connecting Transbaikal with Mongolia, China and the Far East of Russia.

The economic development of the Ulan-Ude City is based on the industrial complex enterprises which produce more than 70% of the industrial output of the Buryat Republic.

Krasnoyarsk

By the signing of Protocol on cooperation between Krasnoyarsk and Omsk cities finished the meeting of Omsk city Mayor V. Shreyder and the First Deputy Head of Krasnoyarsk city V. Tchasovitin.

Krasnoyarsk of nowadays is an administrative centre of Krasnoyarsk Krai, large industrial, transport, scientific and cultural center of Eastern Siberia. The population is 979.3 thousand people as of 01.01.2011.

For historical reasons there’s a multi-sector economy structure (12 basic economy activity categories). Along with traditional industrial sectors like metal, power, and engineering industries it’s been more dynamic developed construction industry, service sphere, education and healthcare spheres, technology and ideas production, particularly in social sphere, which let the city have a leading position and develop its investment opportunities.

Bratsk

In order to broaden trade-economical cooperation and to develop cultural relations between Omsk and Bratsk cities the Protocol on cooperation was signed at the meeting of Mayor of Omsk City V. Shreyder with Mayor of Bratsk K. Klimov on 6 August, 2011.

Bratsk is situated in the centre of Eastern Siberia at the crossing of the most important communications (railway, water, automobile, aviation, information). Life of the modern Bratsk is closely connected with the building of hydroelectric plant which has been one of the largest producers of hydroelectric power in Russia.

Today Bratsk is a modern, dynamically developing city having a large number of industrial resources and developed infrastructure. The population of the city is about 250 thousand people.

Bratsk serves as a very important fort of exploration of Northern areas of Eastern Siberia and Far East.

Angarsk

On 6 August, 2011 at the meeting of Mayor of Omsk City V. Shreyder with Head of Angarsk City L. Mikhailov the Protocol on cooperation between the cities was signed.

Angarsk is a young Siberian city. The distance from region center Irkutsk to Angarsk is 50 km. The distance from the Lake Baikal is 117 km.

Angarsk takes the third big city of Irkutsk region. Its territory is 209 sq. km. Population of Angarsk is 247.9 thousand people which are 10.2% of the population of Irkutsk region.

The project of the city plan was made by Leningrad architects. Owing to the efforts of designers Angarsk has developed into one of the most beautiful cities of Russia. Angarsk was declared to be the most comfortable city of Russia twice in 2005 and 2008.
