Land Area Development

Omsk Master Plan, a key instrument of city land-use planning, fixes strategic lines of city development. Being approved by Omsk City Council on July 25, 2007 (Resolution No. 43), it is official until the year 2025.

Land-use planning development provides the following:

  • industry is taken away from settlement and recreational areas for future territorial zoning;
  • historic downtown is becoming national, cultural and public ownership;
  • city-wide central area is spreading due to new business and entertaining city center formation on the left bank of Irtysh river on Koneva Street;
  • major roads form city transport infrastructure;
  • garden-city traditions are kept alive: current public parks, avenues and esplanades are modernized and new ones are being created.

According to Urban Planning Code of Russian Federation, there are 30 site designs and 17 demarcation plans for the city area approved as of the end of 2014.
