In 2010-2011 academic years the state institutions of higher vocational education accepted 19.7 thousand students, state institutions of secondary vocational education accepted 12.2 thousand students (in 2009–2010 academic years — 21.5 and 12 ths. students, respectively).

In 2010 Omsk had 195 functional preschool educational institutions (year 2009 — 192). As compared to the last year, the number of preschool educational institutions has grown by 3.5% that is 40.7 ths. people. Besides, Omsk system of preschool education includes 20 non-state preschool educational institutions and 5 state institutions implementing preschool educational programs.

At the end of 2010 Omsk had 151 working institutions of general education where 94.5 thousand students studied. Since September 1, 2010 eleven institutions of general education of Omsk implement the Federal state educational standards of primary general education.

Teaching and inspiring

In 2004 Omsk for the first time took part in the experiment on introduction of the Unified State Examination (USE). The year 2011 witnessed the increase of ratio of school leavers who have passed the USE in Russian Language and Mathematics in total number of school leavers passing the USE in these subjects.

The academic science is represented by the activity of Omsk Research Centre of Siberian Branch of the Russian Academy of Sciences (RAS), Omsk Economic Laboratory of the Institute of Economics and Industrial Production of Siberian Branch of the RAS, the Institute of Hydrocarbon Processing, Omsk Branch of the United Institute of History, Philology and Philosophy of Siberian Branch of the RAS, the S.L. Sobolev Institute of Mathematics of Siberian Branch of the RAS and other scientific organizations.

Scientific researches and investigations in various fields are carried out by more than 40 large and medium organizations, among which 15 are research organizations, 10 — design bureaus, 10 — higher educational establishments, 4 — industrial institutions. Twelve institutions of higher professional education and six scientificresearch institutes offer post-graduate courses for the academic staff training.

The existing scientific potential is effectively used to solve the problems of social and economic development of Omsk and allows to carry out globally competitive technological developments.

Healthcare

The population healthcare, increase of quality and availability of medical care is one of the priority directions of the city social policy.

Within the framework of healthcare development some measures to improve medical care for the population were taken. In 2010 four Health Centres were opened, innovative information technologies providing the availability of outpatient medical care were implemented. Since 2010 municipal institutions of the city offer a possibility to make an appointment with doctor using the Internet and inquiry systems — infomats. This system was called “Electronic Reception”. The infomats were installed in 40 institutions. Installation in medical and preventive treatment institutions of modern diagnostic and therapeutic equipment allowed to implement modern medical technologies and to increase volume of already used high-tech medical care in roentgenology, neurosurgery, traumatology and cardiosurgery.

With the opening of the Department of Assisted Reproductive Technologies in the Centre of Family Planning and Reproduction of the Medical Healthcare Institution “Clinical Maternity Hospital No. 1” the formation of closed cycle of medical care rendered to married couples planning pregnancy and child-bearing was completed. Omsk was given the opportunity to use modern technologies when solving the problems of family planning and treatment of women suffering from infertility.

Large-scale implementation of general practice in Omsk began in 2007. Over the last five years 13 offices of general practitioners were opened. A number of private medial centres successfully fulfill their activity in Omsk.

The following specialized medical centres are well-known outside the region: Endocrinologic Dispensary, Cardiologic Dispensary, Centre for Restorative Medicine, Centre of Family Planning, Perinatal Centre and others.

Physical Culture and Sport

Physical culture and sport is one of the constituents of a healthy lifestyle of the population.

Omsk has 1994 sports facilities, including seven stadiums with 1500-seat stands, two sports palaces with artificial ice, four indoor sports centres with artificial ice, three athletic arenas, indoor football field, 470 gyms, 56 swimming pools.

Each year the city holds quite a few numbers of health recreation and sports events — from neighborhood competitions to the contests of all-Russian and international level.

The major large-scale events are Siberian International Marathon, Sports and Cultural Festival “Velo-Omsk”, International Sambo Tournament and others.

Forty sports institutions of supplementary education for children fulfill their activity in the city, including 37 sports school and three children’s and youth clubs of physical training. These institutions are attended by 46,780 children, teenagers and young people.

Culture

Ninety-eight municipal cultural institutions and facilities, including three specialized exhibition halls, 8 museums and 8 theatres offer their services to citizens.

The Regional Museum of Local History founded in 70-ies of the 19th century by members of the West Siberian Branch of Russian Geographical Society is the pride of Omsk citizens. The museum exhibits reflect the history of Western Siberia and stages of establishment and development of our city.

Works of Russian and European artists, masterpieces of modern artists and collections of porcelain and bronze items, products of Russian, French, German and Chinese factories are exhibited in the Museum of Fine Arts. A significant place in Omsk picture gallery is assigned for works of Omsk artists.

The opening of a culture-historical public complex “Omsk Fortress” became the important event in the cultural life of the city. The facility offers such entertainment activities as excursions, exhibitions and concerts.

Several festivals and contests held in the years 2005-2010 became traditional ones such as Amateur Theatres Festival “Theatrical Spring”, International Festival “Young Theatres of Russia”, International Siberian Festival of Chamber Music, Interregional Festival of Cossack Culture “Volnitsa” and others.
