Investment Activity
Omsk becomes more and more attractive for investment. It is proved by the number and scope of implemented investment projects. The increase of investments to the economy is regarded by the Administration of the city of Omsk as one of the factors ensuring fundamental economic development and increase of living standards of the population.
Omsk is a city with well-developed diversified industry. On the other hand, a number of areas are in need of rebirth, reconstruction and development. Is has advantageous geographical location, stable social and economic environment, well-developed transport infrastructure and highly educated population.
The existing legal framework is aimed at the creation of the environment favorable for the development of prosperous business and convenient capital functioning.
The Administration of the city of Omsk approved the Plan of measures taken by the Administration of the city of Omsk for the social and economic development of the city for the year 2011 by its Resolution No. 205-п dated March 10.
Procedures for implementation of priority national projects “Health”, “Education”, “Available and comfortable housing for the Russian citizens”, 17 long-term target programs of the city of Omsk, 3 departmental target development programs, plans of procedures on construction and reconstruction of major facilities in accordance with the allocations of city budget for the year 2011 form the basis of the Plan.

Industry of Omsk conquering space
Omsk is the leader in creation of the environment for infrastructure development. The investment projects of power supply, water supply, heat supply and sewerage systems development are worked out, agreed and approved. Rates for connection of the facilities under construction to the public utilities networks are fixed.
The main emphasis in housing and utilities sector is made on the implementation of long-term target company of Omsk “Energy saving and increase of energy efficiency in Omsk” for the years 2010–2020 approved by the Resolution of the Administration of the city of Omsk No. 646-п dated July 30, 2010.
The Law of Omsk Region No. 594-ОЗ dated December 20, 2004 “On the investment activity stimulation in the territory of Omsk Region” determines methods and procedures of state support of investment activity, and is aimed at establishing the greatest investment favor routine in the territory of Omsk Region.
The Law of Omsk Region No. 1249-ОЗ dated April 6, 2010 “On state and private partnership in Omsk Region” determines the basis for the relations established in the frame of state and private partnership in the territory of Omsk Region, including principles, goals, targets and types of state and private partnership.
The Law of Omsk Region No. 1076-ОЗ dated October 17, 2008 “On special issues of small and medium business support in the territory of Omsk Region” was elaborated to implement in the territory of Omsk Region separate provisions of the Federal Law No. 209-ФЗ dated July 24, 2007 “On and medium business development in the Russian Federation” and the Federal Law No. 159-ФЗ dated July 22, 2008 “On procedures of real estate alienation which is in state ownership of the Russian Federation constituent or in municipal ownership and rented by small and medium business enterprises, and on introduction of alterations to separate legislative acts of the Russian Federation”.
Positive results achieved in the economic sphere are confirmed by the independent evaluation of the city development by the international community. Since 2006 it has been made the monitoring of the Omsk city’s credit rating. In 2010 the rating agency Moody's Investors Service confirmed Omsk ratings with the stable forecast Ba3 — as per the global scale in foreign and local currency and Aa3.ru. — as per the national scale. Stable ratings of Omsk show the stability of city budget and the economy of the city on the whole.
In 2010 Omsk was the 6th among 105 Russian cities in the rating of the business magazine “Forbes” “30 best cities for business” and the 7 th among 64 Russian cities in the rating of the cities attractive for investment and business activity of the magazine “RosBusiness Consulting”.
The most important indicator of investment activity in the territory of the city is the index of total volume of investments to the capital stock funded with all sources of finance. In 2010 Omsk organizations assigned 57,204.5 mln rubles of investments to the capital stock for the development of economic and social sphere (103.8% to the year 2009).
Investments to the capital stock according to the types of economic activities in the city of Omsk in 2010 (large and medium enterprises)
Investments to the capital stock of large and medium enterprises amounted to 41,713 mln rubles (112.2% to the year 2009) including the investments to housing construction — 4,148.9 mln rubles. Share of attracted funds in total amount of investments to the capital stock of large and medium enterprises made up 47%, share of own funds — 53.4%.
In 2010 the amount of investments to the capital stock (excluding budget funds) as per one citizen made up 19,523.2 rubles and increased by 2.9% compared to the year 2009.
The bulk of investments is made to manufacturing industries, transport and communication, and to the real estate operations. More than 56% of investments on manufacturing industries are made to oil product manufacturing.
The most active part in the attraction of investments was taken by such enterprises as: JSC “Gazpromneft-ONPZ”, LLC “Omsk Polypropylene Plant”, JSC “Omskiy Kauchuk”, LLC “Omsktekhuglerod”, CJSC “Precast Concrete Plant No. 6”, Production Association “Polet” — branch of the Federal State Unitary Enterprise “State Space Research and Production Centre named after M.V. Khrunichev”, JSC ”Plant Sibgazstroy-detal”, LLC “Stroimaterialy- 99”, branch of the JSC “SunInBev”, LLC “Inmarko”, “Manros-M” — branch of the JSC “Wimm-Bill-Dann”, JSC “Sladonezh”.

Focusing on industrial economics
In 2010 an active work on implementation of investment production projects aimed at the modernization of existing enterprises as well as at new construction was carried out in all industries.
The investment projects for the development of public utilities infrastructure of the Open Joint Stock Company “OmskVodokanal”, Municipal Unitary Production and Operating Enterprise “Omskelektro”, Branch of the JSC “MRSK Sibiri” — “Omskenergo” are approved and being implemented. According to these projects the rates for connection to water supply and sewerage systems, investments allowances to tariffs for cold water and sewerage, investment components in tariffs for electric power have been fixed.
The investment projects of the JSC “Omskgorgaz”, Municipal Enterprise of the city of Omsk “Teplovaya Kompaniya”, Omsk branch of the JSC “TGK No. 11” are on their way.
In 2010 the regional economy received 544.0 mln USD of foreign investments from partners of 62 countries of the world. Major foreign investors are the Netherlands, Cyprus, Kazakhstan, Austria, Switzerland, Germany and Great Britain.
The positive dynamics of foreign investments inflow to the economy of Omsk Region is predicted in 2011 due to recovery and further growth of business activity, and stabilization of international markets.
