Omsk industry is directed towards high-tech industries, development and implementation of high technologies. The Plan of actions of the Administration of the city of Omsk for social and economic development of Omsk for the years 2010-2016 is approved and being extensively implemented in Omsk. This document determines the main goal — to make Omsk the leading innovation centre of Siberia complying with the interregional and international competitive conditions.

The potential of the city lies in the existence of possibilities for innovative economy development, including the field of biotechnologies, nanotechnologies, information technologies and medical equipment. Omsk has powerful research and educational potential for the innovative development. The major part of innovation-active enterprises is concentrated in such industries as engineering and metalworking, electric equipment production and means of communication, fuel and energy complex and food industry.

Omsk has the significant scientific potential characterized by the existence of academic, sectoral and institutional science and their close interaction. This potential is effectively used to solve the problems of social and economic development, allows to make competitive technological developments. Combination of production and scientific innovations is the most ambitious direction of the development of leading economy branches, including instrumentation, means of communication, radioelectronics and space engineering.

Omsk innovation products have international certificates. Quality systems of practically all high-tech enterprises are certified in accordance with international standards. About forty Omsk enterprises and organizations are engaged in scientific researchers and developments.

The Concept of innovation infrastructure development by the year 2015 is approved in the Region. It is planned to create the elements of innovative infrastructure representing the complex of interrelated structures providing the implementation of innovative projects. Basic elements of innovative infrastructure in the city of Omsk will be: research and technology park, innovative-investment and venture capital funds.

The activities of the Administration of the city of Omsk are aimed at small and medium business development, including strengthening of small innovation projects support, development and creation of new elements of business support infrastructure, improvement of small business entity performance under the new business environment.

Annual exhibition “Innovations of the year” is one of measures taken to create the environment for the cooperation of the parties interested in the implementation of innovative projects. The developments, investigations and ideas of both Omsk authors and specialized design, research and scientific-research institutions can find their investors at the exhibition.

In social sphere the innovative medical programs aimed at the improvement of medical care provided to the population are implemented in the territory of the city. Healthcare institutions implement information technologies providing the information exchange both inside and between the institutions, and availability of medical services to the citizens, create barrier-free environment for the people with limited mobility.
